At present, cross-border e-commerce is becoming the growth point of China's foreign trade. Especially in the current global economic and trade situation has become more severe, cross-border e-commerce has become an important way to promote the stable scale and excellent structure of China's foreign trade with the characteristics of new models, rapid response and low costs.
International economic and trade exchanges are a positive energy to promote economic globalization and a stabilizer to maintain the security of global industrial and supply chains. Compared with traditional trade methods, cross-border e-commerce relies on the Internet to break through the time and space restrictions, allowing foreign buyers to complete their purchases in China without leaving home, and Chinese suppliers to sell goods around the world without traveling. Especially during the epidemic, an important new change in the international market is that more and more consumers are accustomed to online shopping. People sit at home and enjoy global shopping, and cross-border e-commerce is riding the momentum to accelerate development. The WTO report predicts that by 2026, global B2C cross-border e-commerce will maintain a growth rate of 27%. In recent years, China's cross-border e-commerce has shown a vigorous development momentum. In 2022, China's cross-border e-commerce imports and exports reached 2.1 trillion yuan, an increase of 30.2 percent over two years ago.
To promote the continuous improvement and upgrading of cross-border e-commerce, it is necessary to let the "cross-border e-commerce + industrial belt" play the advantage of one plus one is greater than two. By the end of 2022, China has set up 165 cross-border e-commerce comprehensive pilot zones in seven batches, with about 200,000 enterprises related to each comprehensive pilot zone. In terms of coverage, these pilot areas cover 31 provinces, autonomous regions and municipalities in China; From the perspective of layout, the construction of coastal cities and inland hub cities, foreign trade advantage cities and industrial characteristics cities is rich gradient. Combined with the industrial endowments and geographical advantages of various regions, relying on 165 cross-border e-commerce comprehensive pilot zones, the "cross-border e-commerce + industrial belt" can play a multiplier effect to help more local products better enter the international market. While doing a good job in consumer-facing B2C business, the comprehensive pilot area also gives play to the advantages of institutional innovation, management innovation, service innovation and collaborative development, supporting traditional foreign trade enterprises to expand sales channels through cross-border e-commerce, strengthen brand cultivation, and help the B2B trade scale for enterprises to grow.
To promote the continuous improvement and upgrading of cross-border e-commerce, it is necessary to enable digitalization for the full link of cross-border e-commerce. With the help of digital technology, integrating manufacturers, suppliers, retailers, consumers, logistics, finance and other relevant parties, relying on the full-link cross-border trade platform, an ecosystem including cross-border commodity circulation, related supporting services such as payment and settlement, comprehensive services such as customs clearance and tax refund, and data-based intelligent supervision system is gradually built. For example, in recent years, the cross-border e-commerce comprehensive pilot areas have actively promoted the construction of online integrated service platforms, aiming to "let enterprises run less errands, let data run more", and obtain one-stop comprehensive services. According to the Ministry of Commerce, these platforms serve more than 60,000 cross-border e-commerce enterprises. In the next step, the relevant departments continue to optimize the platform functions, and the functional integration of digital services will enable more cross-border e-commerce enterprises to innovate and develop.
In July 2021, The General Office of the State Council issued the Opinions on Accelerating the Development of New Forms and Models of Foreign Trade, clearly proposing to solidly promote the construction of cross-border e-commerce comprehensive pilot areas. Exchange useful experience and share effective practices, and with the gradual expansion of the "pilot fields", more momentum has been injected into the promotion of high-level opening up. Whether it is adjusting the evaluation indicators according to the new characteristics of cross-border e-commerce development, guiding the comprehensive pilot area to continuously optimize the development environment, promoting innovative underwriting models based on the characteristics of cross-border e-commerce models, increasing support for export credit and insurance, or the Ministry of Commerce actively cooperating with the State Intellectual Property Office will accelerate the introduction of cross-border e-commerce intellectual property protection guidelines, To better help cross-border e-commerce enterprises understand the IP situation of the target market... Relevant departments are working together to promote cross-border e-commerce.
Foreign trade is one of the "troika" of economic growth, and is a key hub of unimpeded domestic and international double circulation. As a new driving force for foreign trade development, a new channel for transformation and upgrading and a new starting point for high-quality development, the sustained, rapid and healthy development of cross-border e-commerce will promote China to accelerate from a trading country to a trading power.
